Focus on Fire Safety: Alcohol and Fire

 

Alcohol intoxication may increase the risk of starting a fire by impairing one's judgment and coordination. A smoker, under the influence of alcohol, is more susceptible to falling asleep and dropping a lit cigarette on upholstery or clothing. The effect of alcohol may cause a failure to notice the smell of smoke or hear a smoke alarm, and escaping from a fire can be hampered by the loss of motor coordination and mental clarity, even when warning signs are heeded.  It is possible to minimize fire risk by increasing the awareness of those who drink and those who are surrounded by regular drinkers. Understand the dangers and don't become a fire statistic!

National Fire Academy (NFA) Training Opportunities
(as of February 26, 2009)

Vacancies exist in the following NFA courses at the National Emergency Training Center in Emmitsburg, Maryland.  You may refer to the internet at www.usfa.dhs.gov/nfa for more information, or contact the Admissions Office via email netc-admissions@dhs.gov or by phone at (301) 447-1035.  Completed FEMA Form 75-5 applications may be faxed to (301) 447-1441.

Note:  The NFA policy of only 1 stipend-supported trip per fiscal year remains. However, a qualified individual may seek to participate without stipend assistance.  PLEASE INDICATE with your application that you are aware of this restriction when you apply for the course.

FAQ – NFA Vacancy Lists

Q:  Why are there vacancies at the National Fire Academy?  Are enrollments down?

A:  Enrollments in the National Fire Academy (NFA) are actually up. Last year, in cooperation with our State training partners, our on-line training at NFAOnline, and in our resident and off-campus delivery program, the NFA reached 108,000 fire service professionals.  In 1995 we trained just 15,000.  Like every college, we plan our academic year based on last year’s enrollments, the number of new courses on the schedule, waiting lists for current courses and the calendar and our best estimate of the demand for courses the following year.  It’s not an exact science.

Vacancies occur for any number of reasons – some classes have low demand because the number of fire department members doing that job is low (e.g. public educators, data analysts, training, plans review, budget), but these courses are in many ways critical to the success of fire and life safety and the administration of the fire department.  Other times we may overestimate the demand.  When that happens, we cancel a low-demand course, move the enrolled students into another delivery of that course and use the funds to run an additional high-demand course.

Q:  It seems that I’m hearing more about vacancies than I ever have in the past. Why is that?

A:  Well, you are.  Before widespread communication using web sites and email, the NFA relied on last minute telephone calls to fill seats.  We couldn’t announce the vacancies in sufficient time to get the students here to campus.  Now, with improved communications, the increased membership and support of the Alumni Association and the participation of many of the fire service organizations, we distribute vacancy announcements in a matter of minutes.  It is working very well.

What you are seeing, though, is only the vacancies.  We never send out the list of classes that are already filled and have a waiting list.  The lists show only the few vacancies we have.

Q:  I don’t apply during the application period, I like to wait to see what classes have vacancies before I apply, is that a good idea?

A:  NO!  The first requirement for a student’s eligibility to attend the NFA is their current job responsibility (Box #16).  If you wait, it is likely that the courses you qualify for will be filled by others in the normal application process.  When that happens, you lose the best chance you had to attend the NFA.  Worse, if applications are low, the class you seek may be cancelled.  The most useful and valuable course for you may never show up on a vacancy list.  The better strategy is to apply during the normal application periods (May 1- June 30 and Nov 1 to Dec 30).  Remember, if you qualify, you may apply for two different courses in the same semester (using a separate application for each); however, you will only receive a stipend for one trip per fiscal year (Oct 1 through Sept 30)

Q:  Why are there waiting lists and vacancy lists at the same time?

A:  Our courses are academically rigorous, and every class is considered mid- to upper-level college course work.  It is important to ensure that each student is capable of success in the course before being admitted.

Students are accepted to the NFA based on the ‘target audience’ criteria listed in the catalog.  We want to make sure that the course is a benefit to both the fire department and the students when they return; and is of sufficient complexity to advance the student’s knowledge to improve local service delivery.  Students who do not meet the ‘target’ criteria would slow the class down, and expose the student to possible failure.

It is more important to fill a seat with a qualified student than it is to simply fill a vacancy.  This ensures success for the department, the student and the rest of the class.

Q:  What is the most frequent cause of application rejection?

  1. Used the wrong application.  For resident courses, applicants should submit the long form (75-5) application which requires the chief’s signature
  2. Didn’t fill out the application completely
  3. Didn’t sign the application, or have the Fire Chief sign the application
  4. Failure to describe your activities/responsibilities as they relate to the course for which you are applying and identify how you will use the information obtained from the course. (Box 16).

Q:  Any suggestions to increase my chances of success?

  • 3 dead Occurred Wednesday, 2/25 Walla Walla, WA (Yakima, WA):  Three people were killed in a mobile home fire. The cause of the fire is under investigation.
  • 2 dead Occurred Thursday, 2/26 Camden, DE (Philadelphia, PA):  Two people were killed in a home fire. The cause of the fire is under investigation.
  • 1 dead Occurred Wednesday, 2/25 Opelika, AL (Columbus, GA):  A 76-year-old man was killed in a mobile home fire. The cause of the fire is under investigation.

The Nation's news media is reporting the following residential fire (non-arson) fatalities:

  • 2 dead Occurred Wednesday, 2/25 Queens, NY (New York, NY):  Two people were killed in an apartment fire. The cause of the fire is under investigation. The apartment had no working smoke alarms.
  • 1 dead Occurred Wednesday, 2/25 Greer, SC (Greenville, SC Asheville, NC):  An elderly man was killed in a home fire. The cause of the fire is under investigation.
  • 1 dead Occurred Tuesday, 2/24 Maiden, NC (Charlotte, NC):  A three-year-old boy was killed in a mobile home fire. A toy thrown into a kerosene heater caused the fire.
  • 1 dead Occurred Tuesday, 2/24 Indianapolis, IN:  A man and woman were killed in a home fire. The cause of the fire is under investigation.
  • 1 dead Occurred Tuesday, 2/24 Poquoson, VA (Norfolk, VA):  A 74-year-old woman were killed in a home fire. The fire is believed to have been sparked by a cigarette.
  • 1 dead Occurred Tuesday, 2/24 Richburg, NY (Buffalo, NY):  A 30-year-old man was killed in a home fire. A faulty stove pipe on a wood stove caused the fire.
  • 1 dead Occurred Monday, 2/23 Pennsauken, NJ (Philadelphia, PA):  An elderly woman was killed in a home fire. The fire was caused by a space heater.

Application Period to Open: Fiscal Year 2008 Fire Prevention and Safety Grants

The Department of Homeland Security has posted the FY2008 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Website. The application period is scheduled to begin on February 2, 2009 at 8:00 a.m. Eastern Standard Time (EST).  Applications for these grants must be received by March 6, 2009, at 5:00 p.m. Eastern Standard Time (EST).
 

FP&S grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The grants are competitive, and their primary goal is to target high-risk populations.  Grant awards are made in order to mitigate high incidences of death and injury and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects that are supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs.   Organizations that are eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.

An applicant tutorial for the fire prevention activity is available through the www.firegrantsupport.com Website.  The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications.  In addition, the applicant tutorial will provide an overview of the fire prevention funding priorities and evaluation criteria.  Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov .  During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 4:30 p.m. (EST), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY08.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

National Fire Academy Announcements

 

The National Fire Academy has changed the application period/open enrollment period starting with the next application period.  The new application/open enrollment dates are:  April 15 - June 15 (instead of May 1-June 30) for courses to be held October through March and October 15 - December 15 (instead of November 1-December 31) for courses to be held April through September.

We are considering moving shift personnel to a 48-96 shift.  I am looking for examples of monthly training schedules of combination departments (career and volunteer) who currently are on the 48-96 schedule.  I would like to hear from training officers who set up the training calendar and might have suggestions to make the transition to the new schedule easier.

I am writing for information on two things:

 

First – We are a combination department looking to update our physical fitness policy.  I’m specifically curious as to what actions are taken when members fail to complete the test successfully.  Additionally, are your volunteer firefighters held to the same standards?

 

Second – I have been asked to update our Photography policy.  I was hoping someone could forward me their policy to help get me started.

Do any departments have any PowerPoint’s on training with Thermal Imagers Camera e.g. what do the colors mean, how to differentiate between the hot and cold? Do any departments have PPT on Building Construction e.g. during a fire, type of trusses or whatever? This is for a class I am trying to put together.

Our Department is looking at doing a "lost firefighter" drill, in an abandoned house we drill in, and we're looking for some input from other departments. We've done RIT and Saving Our Own, this one is going to deal with having a firefighter inside and lost and want him to find his way out. Any suggestions???

Our 80 member career fire department is exploring options to provide confined space rescue standby in our community.  We would be interested in hearing what type of arrangements your fire department has to support such a program?  Is their a fee schedule that works in concert with the Confined Space Permit process? If so, what rates do you charge?

 Do members on duty perform the standby?  Do you hire back personnel to provide the coverage?  Is the program viewed as revenue generating? 

 

We would appreciate any information that you can provide.

The Derry Fire department is in the process of developing a fire officer mentoring program.  I am looking for information, recommendations, and sample programs that address the ranks of lieutenant, captain, and battalion chief.  Any info will be greatly appreciated.  The Derry Fire department is a career department that provides fire, EMS, and rescue services to a community with an approximate population of 40,000.

We are debating whether to add something to our SOG’s regarding tattoos.  I’m inquiring if anyone has a policy regarding the matter.  I am mainly concerning whether your department requires long sleeves for those with tattoos up and down both arms, etc.  Please email me if you have any information regarding personnel and tattoos.

LLIS.gov Partners with US Fire Administration

As part of its continual effort to improve information sharing across the emergency response and homeland security communities, LLIS.gov launched a new partnership with the US Fire Administration (USFA). The USFA strives to provide national leadership to local fire and emergency services departments. To highlight the new partnership, LLIS.gov has created a new USFA Resource Page where members can access USFA technical and special reports, related LLIS.gov original content, featured documents, and valuable links. To access the resource page, log onto LLIS.gov and click on US Fire Administration under LLIS.GOV PARTNERS.

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

Assistant Professor/Career Program Facilitator Fire Science - Johnson County Community College (KS)

 

Summary of Duties: In addition to teaching and teaching related responsibilities, the Assistant Professor/Facilitator Fire Science will be responsible for preparing the IFSAC fire program accreditation every five years; conducting program and student activities; providing assistance with program related facilitation tasks; facilitating the sharing of resource materials, facilities, and equipment for instructors; representing the program to internal and external groups; supporting college policies and procedures; participating in college, division, and program activities; contributing to the growth and enhancement of the college mission and programs; and assisting with other program activities as assigned.  

 

Required Qualifications:

·        Bachelor's degree.

·        Strong communication skills.

·        Three to five years teaching experience.

·        Five years relevant professional experience in the field.  

 

Preferred Qualifications:

·        Master's degree.

·        Previous teaching experience at Johnson County Community College.
