  • 1 dead Occurred Wednesday, 5/27 Timmonsville, SC (Florence Myrtle Beach, SC): A 26-year-old man was killed in a home fire. The cause of the fire is under investigation.

Incident Description: Firefighter Wimberly was operating his privately owned vehicle in response to a reported structure fire when he slowed to a stop approx 1/2 mile from the incident scene and passed away, having succumbed to an apparent heart attack. The cause of the fire is under investigation by state authorities as being intentionally set.

Incident Location: Fire incident: 137 Priester Road, Stonewall, MS. Location of medical emergency: County Road 150 and Hwy 513, Stonewall, MS.

Funeral Arrangements: Held on 04/04/2009.

The Nation's news media is reporting the following residential fire (non-arson) fatalities:

  • 1 dead Occurred Wednesday, May 27 Rochester, NY:  A 61-year old man was killed in an apartment fire. The fire was caused by kitchen stove left unattended. The home had no working smoke alarms.
  • 1 dead Occurred Tuesday, 5/26 Virginia Beach, VA (Norfolk, VA):  A 91-year-old woman was killed in a home fire. The cause of the fire is under investigation.
  • 1 dead Occurred Monday, 5/25 Jackson, TN:  A 95-year-old man was killed in a home fire. The fire was caused by an electrical malfunction.
  • 1 dead Occurred Saturday, 5/23 Monroe, WA (Seattle Tacoma, WA):  An 18- month old girl was killed due to injuries sustained in a home fire that occurred on Monday, 5/18. The fire was caused by an overloaded extension cord.

Fire Fighting Tactics Under Wind Driven Conditions: Laboratory Experiments

And

Fire Fighting Tactics Under Wind Driven Fire Conditions: 7-Story Building Experiments

 

 

The United States Fire Administration (USFA) and the National Institute of Standards and Technology (NIST), in cooperation with the Fire Protection Research Foundation, the Polytechnic Institute of New York University, the Fire Department of New York City, and the Chicago Fire Department have completed work on evaluating several firefighting tactics under wind driven conditions. The two technical reports from this project, Fire Fighting Tactics Under Wind Driven Conditions: Laboratory Experiments and Fire Fighting Tactics Under Wind Driven Fire Conditions: 7-Story Building Experiments, as well as an accompanying instructional DVD set, document and discuss firefighting tactics demonstrated to reduce the thermal hazard created by a wind driven fire.

 

"The dynamics created for firefighters faced with an uncontrolled fire in a building are challenging and complex. Firefighters have long been aware that the presence of an external wind has the potential to increase the energy release of any given fire and increase the spread of fire gases through a structure," said Glenn A. Gaines, Acting Assistant Administrator for the USFA. "The important information gained from the project's experiments will help the fire service better understand and manage hazards associated with wind driven fires."

 

Eight laboratory experiments conducted as part of this project demonstrated the extreme thermal conditions that can be generated by a "simple room and contents" fire and how these conditions can be extended along a flow path within a structure when a wind condition and an open vent are present. In addition, use of two potential tactics, a wind-control device (WCD) from the floor above the fire and external water application from the floor below the fire, were shown to reduce these wind driven thermal hazard conditions.

Results from an additional series of 14 experiments conducted in a 7-story apartment building confirmed that conditions created by wind rapidly caused the building's environment to deteriorate by forcing fire gases through the apartment of origin and into the public corridor and stairwell. Several tactics, including positive pressure ventilation fans, WCDs, and external water application with floor below nozzles, were again shown to have a significant impact on reducing the hazardous condition created by a wind driven fire. In addition, use of multiple tactics in conjunction with each other was also shown to be very effective at improving conditions for firefighter operations and occupant egress.

 

The research data provide the science to advocate for improved standard operating guidelines for the fire service to enhance firefighter safety, fireground operations, and use of equipment. SURVEY INTRODUCTION

 

A subgroup (Task Force)--of the Vision 20/20 committee mentioned above--has been established and one of its goals is to raise or embed the importance of fire prevention/risk management within the fire service. As a beginning stepping stone, you are being asked to be part of this important process. Included herein is a link to a survey which will help define where we currently stand with regard to national fire prevention efforts, and specifically within firefighter recruit training programs. Thus, this survey, which should consume a minimal amount of time to complete, is vital to beginning a new phase of learning for the US fire service. It is imperative that we get as much input from all corners of the Nation as possible, so please participate or pass the survey on to an authority responsible for recruit training. The deadline to complete the survey is July 10, 2009.

Vision 20/20 Overview

With assistance from the U.S. Department of Homeland Security, the Institution of Fire Engineers US Branch has established a steering committee comprised of noted fire service and related agency leaders to guide a national strategic planning process for the fire loss prevention that results in a national plan that will coordinate activities and fire prevention efforts. This steering committee is called Vision 20/20. The website is www.strategicfire.org .

 

1. This project involves a large number of participants representing all areas of fire prevention as well as other advocates and stakeholders to the plan and its recommended outcomes.

 

2. This project is committed to action, with a few strategic recommendations being converted to a national plan that stakeholders will be asked to support with documentation of specific actions and benchmarks instead of a long list of recommended practices that everyone agrees are important (but then never get completed).

 

3. This project will not create recommendations in a vacuum. Other existing efforts that have identified significant progress toward achieving prevention goals will be taken into account to avoid competing efforts.

 

4. A long term monitoring mechanism will provide regular reports on the progress of the strategic initiatives that arise out of Vision 20/20.

 

Previous national plans for fire protection have had a great deal in common. President Truman's 1947 Report on Fire Prevention, to the landmark report America Burning, first completed in 1973, and subsequent national reports from Wingspread, Solutions 2000 and others, a common theme for increasing efforts in fire prevention are always emphasized as a key component to the fire safety problem in the United States.

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

The Nation's news media is reporting the following residential fire (non-arson) fatalities:

  • Norwalk, CT (New York City, NY): Two people were killed in a home fire. The fire was caused by careless smoking.
  • Jacksonville, FL: A 69-year-old man was killed in a mobile home fire. The cause of the fire is under investigation.
  • Baltimore, MD: A 51-year-old woman was killed in a home fire. The home had no working smoke alarms.
  • Chicago, IL: An 80-year-old woman was killed in a home fire. Fire officials believe the fire was caused by careless smoking.
  • Attleboro, MA (Providence- RI – New Bedford, MA): An 80-year-old man was killed after sustaining injuries from a home fire that occurred Wednesday, 5/20. The cause of the fire was cooking related.

To find out more about any of the reported incidents, please contact news media in the vicinity where the fatal fire occurred. USFA does not have any additional information other than what is listed here.  


The United States Fire Administration recommends everyone should have a comprehensive fire protection plan that includes smoke alarms, residential sprinklers, and practicing a home fire escape plan.
