The Nation's news media is reporting the following residential fire (non-arson) fatalities:

  • 3 dead – Occurred Tuesday, 8/18 – Bristol, IN (South Bend, IN):  A 59-year-old man and two women ages 55 and 20-years-old were killed in a home fire. The fire originated in a basement utility room and may have started from natural gas.
  • 1 dead – Occurred Monday, 8/17 – Watkins Glen, NY (Elmira, NY):  An elderly disabled woman died on Tuesday, 8/18 from injuries sustained in a home fire that occurred on Monday, 8/17.  The fire was caused by an electrical failure.

Welcome to TRADENET, TRADE's Training Network, a National Fire Academy sponsored activity.  The objective of TRADENET is to provide a forum for members of Fire Service organizations to maximize performance through quick and easy information sharing.

 

The information provided here must be non-commercial and non-copyrighted.  None of the material shared should be incorporated into any copyrighted programs.

PROGRAM ANNOUNCEMENT

 

Hot Topics in Fire Protection (P138) Pilot Courses Scheduled

The United States Fire Administration (USFA), Department of Homeland Security, is recruiting students and instructor candidates to attend pilot classes for its new six-day on-campus course Hot Topics in Fire Protection. The pilot will be offered October 18 to 23, 2009 at the National Emergency Training Center in Emmitsburg, Maryland. Students will arrive Saturday October 17 and depart Saturday, October 24.

Hot Topics in Fire Protection is intended to help students discover what’s new in fire protection by exploring how current events, products and trends apply to you and your jurisdiction.

Learn

  • How to “scan the environment” and conduct valid research into new technologies, trends, laws and products.
  • How to read, interpret and apply fire protection research, human behavior studies, fire dynamics research, fire protection law and emerging issues.
  • How to identify emerging local, regional and state fire protection challenges; and develop technically-based strategic solutions.
  • How technology develops and can be transferred to solve local issues.
  • What significant changes are in the short- and long-term future for fire protection systems and equipment.
  • How fire protection plays a part in all-hazards preparedness and response.

Using modern research tools, and student-centric learning, attendees will learn: how to evaluate technological and human behavior topics that exist in fire protection, the wide variety of research resources available, and how to collect and present that information in a meaningful way that can effect change to reduce fire losses or enhance understanding of new technologies.

Pilots are highly participatory among the instructors, course developers and students. Attendees are expected to contribute their ideas and expertise to improve course content and delivery. Attending a pilot does not affect a student’s ability to obtain another travel stipend within the fiscal year.

As our country and community transition during these tough economic times and organizations begin to look for ways to become more frugal we have begun exploring cost saving measures within our organization. One area we require assistance with is what other organizations have had success with in terms of their facilities and  automatic energy saving devices such as sensors that turn off lights when rooms are not occupied, sensing devices/timers/electronic monitoring devices that turn off or down HVAC systems when they aren’t needed, etc. We have heard that there are quite a few of these devices out there however have also heard many are unreliable or so maintenance intensive they are not worth installing. We are not only interested in hearing about devices in use, but also the details involved in installing and using them.

I am doing research on the use of civilians as fire training officers.  These would be civilians that actually develop and/or deliver curriculum to firefighters in the field as opposed to clerical support.  The Fresno Fire Department (CA) currently has 2 civilian training officers, one that handles our EMS program and one that assists with media and curriculum development.  Clark County Fire (NV) also uses civilians as trainers within their Training Division.  I'm looking for examples of other agencies that do the same and will email out a few questions to those agencies that are interested in sharing their examples.  Please send email to Micheal.Despain@fresno.gov

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

USFA Announces the Release of a Report on Emergency Vehicle Visibility and Conspicuity

Emmitsburg, MD – The United States Fire Administration (USFA), in partnership with the International Fire Service Training Association (IFSTA), announces the release of the Emergency Vehicle Visibility and Conspicuity Study (PDF, 2.2 Mb). The study report highlights the results of a U.S. Department of Justice - National Institute of Justice (NIJ) supported project intended to enhance emergency vehicle and roadway operations safety for firefighters, law enforcement officers, and other emergency responders.

“With vehicle crashes and emergency responders being struck on the roadway being a major cause of on-duty fatalities, it is important to examine all technologies to reduce this tragic cause of death,” said USFA Deputy Fire Administrator Glenn A. Gaines.  “We are grateful for the U.S. Department of Justice’s NIJ support of this study that will benefit the fire and emergency services and law enforcement alike.”

"IFSTA was proud to work with USFA and the U.S. Department of Justice in this study to improve emergency vehicle and roadway operations safety,” said Mike Wieder, IFSTA Assistant Director. “We believe that the results of this study will enhance the safety of the fire service, law enforcement, and other emergency responders.”

The study report discusses best practices in emergency vehicle visibility and conspicuity, including cutting edge international efforts. It covers retroreflective striping and chevrons, high-visibility paint, built-in passive light, and other reflectors for law enforcement patrol vehicles, fire apparatus, ambulances and other EMS vehicles, and motorcycles.

  • 1 dead – Occurred Monday, 8/17 – Lewiston, ME (Portland, ME):  A nine-year-old girl was killed in an apartment fire.  The cause of the fire is under investigation.
  • 1 dead – Occurred Sunday, 8/16 – Bethel, NC (Greenville, NC):  An 84-year-old woman was killed in a home fire.  The cause of the fire is under investigation.
  • 1 dead – Occurred Sunday, 8/16 – Louisville, KY:  A man was killed in a home fire.  The cause of the fire is under investigation.
  • 1 dead – Occurred Saturday, 8/15 – Kent, WA (Seattle, WA):  A 32-year-old man was killed in a home fire.  The cause of the fire is under investigation.

Incident Description: Fire Chief Zeeks passed away from an apparent heart attack while in command at the scene of a serious motor vehicle accident. Members of the fire department immediately started life saving efforts.  Chief Zeeks was rushed to a local hospital where he succumbed to his injury.

Incident Location: State Road 37 and Woodville Road.

Funeral Arrangements: Viewing from 1400-2000hrs on 08/18/2009 @ Mitchell 1st Church of God, 12th Street and Oak Street. Services will be held at 1300hrs on 08/19/2009 @ Mitchell 1st Church of God.

The Nation's news media is reporting the following residential fire (non-arson) fatalities:

  • 1 dead – Occurred Thursday, 8/13 – Vevay Township, MI (Lansing, MI):  A 71-year-old man was killed in a home fire.  The cause of the fire is under investigation.

Incident Description:  Firefighter Warhola, who was driving the fire engine, responded with other members of Engine 221 to a fire alarm activation in Brooklyn, New York, on August 12, 2009.  Upon arrival, Firefighter Warhola checked for a working fire hydrant outside the structure while other firefighters entered the building to investigate.  When the other firefighters returned to the street, Firefighter Warhola was experiencing dizziness and had difficulty breathing.  As a result, he was provided medical treatment and was transported back to the firehouse.  After examining Firefighter Warhola at the firehouse, paramedics recognized his symptoms as possibly stroke-related and transported him to the hospital.  Firefighter Warhola’s condition worsened, however, and he passed away at the hospital on August 14, 2009.
