Welcome to TRADENET, TRADE's Training Network, a National Fire Academy sponsored activity.  The objective of TRADENET is to provide a forum for members of Fire Service organizations to maximize performance through quick and easy information sharing.

 

The information provided here must be non-commercial and non-copyrighted.  None of the material shared should be incorporated into any copyrighted programs.

Temporary Appointment as Acting Deputy US Fire Administrator

 

On behalf of U. S. Fire Administrator Gregory Cade, the following message is for your information and use.

 

Effective January 20, 2009, Dr. Denis G. Onieal will be temporarily appointed as the Acting Deputy U. S. Fire Administrator.

 

Dr. Onieal will serve in this capacity to provide the necessary continuity for the US Fire Administration during the transition period to the new Administration.  He will serve in this capacity until a new Fire Administrator and/or Deputy Administrator is appointed.

 

I would ask that you support Denis is this temporary role as the U. S. Fire Administration continues its mission.

Advanced Chemical & Biological Integrated Response Course
(ACBIRC)—Technician Level

Course Length - 40 Hours 
 
Course Delivery - Residential Training 
Course Description 
This course is designed to provide students with hands-on problem-solving opportunities with regard to chemical and biological incident response. This course introduces topics and information, provides laboratory experiences, and culminates with free-play exercise to practice concepts taught in the classroom and laboratory. The course provides lectures and hands-on training in chemical and biological environments, focusing on agent characteristics, sampling, protection, detection, decontamination, and signatures. This onsite course allows students to work in a controlled environment with live agents in biological level 2 and 3 laboratories, and to research, develop, test, and evaluate (RDTE) solutions in certified chemical facilities. Biological and chemical stimulants laced with tracers are used to enhance practical exercises for real-time readings and realism of the 
training. 
Course Objectives 
At the end of this course, participants will be able to: 
• Respond to domestic chemical and biological terrorist attacks 
• Employ tactical skills in the detection, forensic sampling, and packaging of agents in biological and chemical scenarios 
Prerequisites 
1.      HAZMAT TECH II Qualification (IFSAC, PRO BOARD, State)
2.      Public Safety WMD Response—Sampling Techniques and Guidelines (PER-222) (COURSE RECOMMENDED but not REQUIRED)
Target Audience/Discipline - Hazardous Materials Technicians, Bomb Techs, Criminal Investigators
 
Cost - All training and course materials are free to eligible jurisdictions.

Train the Trainer

 

Train the Trainer (T3).  In order to provide a greater resource to the DHS/FEMA, National Preparedness Directorate through the ACBIRC course we have formalized a structure for students to become trained to provide instruction developed at the ACBIRC course.  This provides more students an opportunity to gain insight and understanding of chemical and biological processes and sampling and receive course credit.

Mobile Training Teams

 

Mobile Training Teams (MTTs) maximize the use of Dugway subject matter expertise to include PhD/experienced chemists and biologists to the home stations of the First Responders.  Many organizations are unable to dispatch their responders to Dugway but are in a position to benefit from the information through a visit by a Mobile Training Team.  This remote training is not just in a classroom environment but includes biological and chemical incident scenarios that involve multiple agencies from their organizations that cannot be duplicated at Dugway.  Use of the MTTs provides a platform for these departments to exercise their emergency plans responding to a chemical and biological incident in their specific jurisdiction.

I'm part of a steering committee looking at the future of the St. Louis County haz-mat team. The team is composed of members from a number of departments (St. Louis County has 42 different departments and districts) and overseen by a 9 member board. We have several hurdles we need to overcome as the team continues to move forward, including revision of team by-laws, funding, leadership, and more.

 

What I'm looking for are teams that are similarly configured - that is, teams that are composed of members from various agencies - whether it’s a local or regional team. I'm looking to pick some brains on the aforementioned issues and was wondering if you could steer me in the right direction?

I am in my final semester of Fire Protection Technology Course. I am looking for some input on 2 ARP projects that I am working on.

1) I am looking info on how department do "collapse safety". How do you all describe or recognize the warning signs of a building collapse. Do you all have a quick reference checklist for the fireground use by your personnel?

2) Do any departments have any consideration and how to development a System Group in ICS? This  is a group that is responsible for the HVAC and utilities system in the event of a fire in high rises. I would also like to some of your SOG pertaining to this if you all have any.

We are in the process of implementing a “Hot Zone” strategy into all of our calls looking to better control access at fires and car accidents and better establish back-up crews (not RIT).  I have seen a presentation on this process in the past and am looking for a policy or guideline that addresses this concept.

I am interested in how the Internet is currently used by fire departments for purchasing department equipment and supplies. Are departments using purchasing cards when they purchase on the Internet? What kinds of internal rules govern these purchases? What advantages do they realize from using the Internet for purchasing?

LLIS.gov Partners with US Fire Administration

As part of its continual effort to improve information sharing across the emergency response and homeland security communities, LLIS.gov launched a new partnership with the US Fire Administration (USFA). The USFA strives to provide national leadership to local fire and emergency services departments. To highlight the new partnership, LLIS.gov has created a new USFA Resource Page where members can access USFA technical and special reports, related LLIS.gov original content, featured documents, and valuable links. LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.
