Welcome to TRADENET, TRADE's Training Network, a National Fire Academy sponsored activity.  The objective of TRADENET is to provide a forum for members of Fire Service organizations to maximize performance through quick and easy information sharing.

 

The information provided here must be non-commercial and non-copyrighted.  None of the material shared should be incorporated into any copyrighted programs.

 

The TRADENET newsletter is distributed through the USFA/FEMA server.  This allows you to control your subscription easier by allowing you to add new email addresses or delete old ones.  There are over 29,873 subscribers worldwide to the weekly newsletter.  This is an increase of 173 subscriptions since last week.  If you know of someone who wishes to subscribe, all they need to do is go to the following site, http://service.govdelivery.com/service/multi_subscribe.html?code=USDHSFA and enter your email address.  They will then be taken to a page which will allow them to select their choices of newsletters.

Be sure to check out the new look for the model curriculum in its print-/handout-ready format. While there, view the new FESHE bachelor’s courses outlines that reflect the new Web-based formats delivered by the Degrees at a Distance Program schools. You can also download under the “Tools and Resources” section the new FESHE brochure in its DHS/FEMA configuration or take the same marketing piece without our logo and customize it with your own logo and content. You can also download the artwork for a FESHE tabletop display for conferences and classroom buildings which, again, is in both formats.

A FESHE page (not “group”) has been set up on Facebook (www.facebook.com). As described on the “Wall”: “This is the debut of a virtual FESHE community to promote networking and information sharing. This page is for all those associated with FESHE and the professional development communities, including faculty, students, directors, publishers, fire service trainers and certification officers and anyone else supporting the cause.

Application Period to Open: Fiscal Year 2009 Assistance to Firefighter Grants

The Department of Homeland Security has posted the FY2009 Assistance to Firefighters Grants (AFG) Program Guidance on the AFG Website. The application period is scheduled to begin on Wednesday, April 15, 2009, at 8:00 a.m. Eastern Daylight Time (EDT). Applications for these grants must be received by Wednesday, May 20, 2009, at 5:00 p.m. Eastern Daylight Time (EDT).

Nationally, the AFG awards, which will be distributed in phases, will ultimately provide approximately $510 million to fire departments and nonaffiliated emergency medical service organizations throughout the country. AFG awards aim to enhance response capabilities and to more effectively protect the health and safety of the public with respect to fire and other hazards. The grants enable local fire departments and emergency medical services organizations to purchase or receive training, conduct first responder health and safety programs, and buy equipment and response vehicles.

An applicant tutorial is available through the www.firegrantsupport.com website. The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications. In addition, the applicant tutorial will provide an overview of the funding priorities and evaluation criteria. Applicants who have questions regarding the Assistance to Firefighters Grants opportunity should contact the help desk at 1-866-274-0960 or at firegrants@dhs.gov . During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 8:00 p.m. (EDT), but is prepared to revise hours of operation based on volume and demand.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

I am looking for anyone who has the Scott's Pak-Tracker™ Firefighter Locator System. I am in need of any training materials and SOG you may have specifically addressing the Pak-Tracker. In addition if you could provide me any details on any areas you have discovered where the system is insufficient, i.e. warehouses, schools, etc.

The Las Cruces Fire Department has recently formed a Health and Wellness Committee that is in the beginning stages of building an overall Health & Wellness Program that has multiple components including things such as nutrition education, fitness/exercise, health/lifestyle, information dissemination, and department policies relating to the program. We are looking for examples of such programs from other departments that we can use to guide us in building our own program.

I am looking to update our old policy book, specifically I would like to see what other organizations are using for an “anti-tobacco in the workplace” policy.  If possible email me a copy of this policy.  Also our policy has a clause in it that restricts use of tobacco products both on and off duty.  If anyone has input on that clause I would appreciate it.  Thank you.

LLIS.gov Partners with US Fire Administration

As part of its continual effort to improve information sharing across the emergency response and homeland security communities, LLIS.gov launched a new partnership with the US Fire Administration (USFA). The USFA strives to provide national leadership to local fire and emergency services departments. To highlight the new partnership, LLIS.gov has created a new USFA Resource Page where members can access USFA technical and special reports, related LLIS.gov original content, featured documents, and valuable links. LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

IPSLEI INFORMATION

 

About IPSLEI and the Instructor Certification Seminar:

IPSLEI is a four course program in leadership development constructed personnel in all public safety disciplines. It is a public safety industry collaborative developed by and for public safety members in cooperation with Phi Theta Kappa and the California Community College Chancellors Office Public Safety Advisory Committee. 

 

In partnership with PTK, IPSLEI offers public safety personnel a unique approach to leadership development through the use of humanities-based studies in the classics, contemporary readings of some of today’s brightest leadership authors, video case studies, interactive group activities, personal assessments, and journal writings. The Instructor Certification Seminar is designed to prepare selected individuals to facilitate the complete the IPSLEI program. This Seminar is highly interactive and intense.  During the 40+ hour Seminar participants are actively engaged in learning the materials, as well as facilitated learning methodologies. The quality of our interaction during the week depends upon each participant's genuine willingness to complete pre-certification assignments and engage actively in thoughtful dialogue, individual assessments, and group activities.  Like IPSLEI programs in general, the Instructor Certification Seminar is not for spectators.

Selection Criteria:

The following qualifications are required for Certified Instructors of the IPSLEI Program:

  • A minimum of ten years organizational experience with at least two years at the supervisory level or above.
  • Verifiable experience as an adult educator with an emphasis on facilitated learning.
  • Bachelor's Degree or higher from a fully accredited college or university.  Individuals without a degree but who have exceptional professional experience as demonstrated through verifiable information and references may be considered.
  • Institutional support from a fully-accredited institute of higher learning (community college, college, or university) or a public safety agency to offer the Program within a year (at least Course One in the sequence).
  • Agreement not to present or offer to present the IPSLEI Program in an entrepreneurial manner (consulting or other types of private, for-profit ventures) for at least a period of two years. 

Program Materials and Cost:

There is no registration fee or tuition.  However, participants will be required to pay for the Program materials, including the Instructor’s Resources that will be distributed at the Seminar. The Program Materials Fee of $450.00 covers the following:

Shipping costs are included in the materials fee.  We will be e-mailing invoices to you in PDF format using the contact information you provide in the online registration (details below).

Payment is non-refundable, but may be transferred to an alternate participant or applied to another Instructor Certification Seminar.

Pre-Training Assignments:

Participants agree to complete an assignment list of readings and several other activities such as reflective viewing of a video case study prior to the beginning of the Instructor Certification Seminar.  These will be e-mailed to you after you have completed the online registration form for the Instructor Training and we have received payment for the Program Materials.  We will be providing 40+ hours of instructor training for a 160 contact-hour program and is essential for participants to complete assignments in advance of the Instructor Certification Seminar to enable us to adequately cover as much material as possible.  Individuals designated as “Alternates” by their institution or agency will also receive these pre-training assignments so that if they are called upon to attend in someone’s place they will be prepared.

Lodging and Meals

The costs for travel and meals are borne by the attendees; however, NETC/NFA will provide lodging at no charge.   Meal ticket cost is $109.95 and includes all meals from dinner on Sunday May 24 through breakfast on Saturday May 30, 2009.  Meal tickets are purchased upon arrival at the National Emergency Training Center/National Fire Academy.

Travel

Participants must make their own travel arrangements. This program is NOT eligible for NFA travel stipends.  The National Emergency Training Center/National Fire Academy is accessible from several major airports:  Washington – Dulles (IAD), Washington Reagan National (DCA), and Baltimore Washington (BWI).  The National Emergency Training Center/National Fire Academy will not provide ground transportation from these airports for the IPSLEI Instructor Certification Seminar.  We will send driving directions from these airports and other information about the National Emergency Training Center/National Fire Academy upon receiving your registration for the seminar.

IMPORTANT: Please complete this online registration form no later than April 22, 2009 Because of security matters at the NETC/NFA we must forward the names of all attendees and the last 4 digits of their social security number on April 24, 2009. This must include any potential alternates.  After this date there can be no additions or substitution of attendees, only cancellations.  International attendees please use contact information below to discuss identification information needed by the NETC/NFA

Once you have completed the online registration form, we will invoice for the Program Materials.  Your registration is not complete until the Program Materials fee is paid in full ($450.00).  For institutions or agencies registering multiple individuals, we will issue a single invoice to the institution or agency.  We will not invoice for Alternates who register since they would receive the materials purchased for the person unable to attend whose place they are taking.
