PROGRAM ANNOUNCEMENTS

Application Period to Open: Fiscal Year 2008 Fire Prevention and Safety Grants

The Department of Homeland Security has posted the FY2008 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Website. The application period is scheduled to begin on February 2, 2009 at 8:00 a.m. Eastern Standard Time (EST).  Applications for these grants must be received by March 6, 2009, at 5:00 p.m. Eastern Standard Time (EST).

FP&S grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The grants are competitive, and their primary goal is to target high-risk populations.  Grant awards are made in order to mitigate high incidences of death and injury and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects that are supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs.   Organizations that are eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.

An applicant tutorial for the fire prevention activity is available through the www.firegrantsupport.com Website.  The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications.  In addition, the applicant tutorial will provide an overview of the fire prevention funding priorities and evaluation criteria.  Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov .  During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 4:30 p.m. (EST), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY08.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

I am currently in a masters program and completing a thesis on Company Officer Development. I look to implement this program in my department when completed. I am researching other department's programs and would appreciate any input from members who have completed or oversee an officer development program.  I am also interested in your ideas regarding;

  • Program length,
  • Level of required formal education FO1,
  • Practical education in program ( fireground company officer, F.A.S.T, RICO, Simulation training),
  • Mentorship components (length, criteria).
  • Evaluation of candidates.

Thanks for your time.  I appreciate any input.  Be safe.

Our department is purchasing a mobile fire training unit and is in need for SOG’s concerning the use of cargo containers for live fire training.  This unit is specially designed for live fire training in accordance with NFPA 1403, so it differs from using a basic cargo container.  We are a small combination department with 44 firefighters.  I am looking for SOG’s that govern the types of training, instructor requirements and any other areas that might be needed. Any information would be helpful.

Thanks

I am the Emergency Services Coordinator for Laramie County Community College in Cheyenne, Wyoming.  We are in the process of expanding our division with a new Fire Science program.  Our Core classes have been developed; we need help developing contracts with local fire departments for use of facilities during our academy and also for student placement for our internship program.  Any information would be great on:

*How much are similar programs paying departments for use of tower and training grounds?

*How do we word the contracts to get best possible experience for our students?

We hope to offer a work experience program to our students that would allow them to function as a “student” firefighter for a department thus allowing them to use skills learned in the academy.  I had the chance to do this when I was in school in California and look forward to bringing a similar program to Wyoming and the Colorado front range area.  Thank you in advance for any and all help you can offer.

Our Department is in the process of implementing a mandatory physical fitness program.  This has been attempted a few times in the past and has met different levels of resistance with the different ideas that have been presented.  Our department is an all paid department which employs 118 uniformed members.  We are looking for any information from any Department who has successfully implemented a mandatory program.  Your assistance would be greatly appreciated.

LESSONS LEARNED INFORMATION SHARING

LLIS.gov Partners with US Fire Administration

As part of its continual effort to improve information sharing across the emergency response and homeland security communities, LLIS.gov launched a new partnership with the US Fire Administration (USFA). The USFA strives to provide national leadership to local fire and emergency services departments. To highlight the new partnership, LLIS.gov has created a new USFA Resource Page where members can access USFA technical and special reports, related LLIS.gov original content, featured documents, and valuable links. To access the resource page, log onto LLIS.gov and click on US Fire Administration under LLIS.GOV PARTNERS.

The LLIS.gov Team continues to post new Lessons Learned, Best Practices, Practice Notes, and Good Stories to the system on a regular basis. Lessons Learned

-----------------------------------------------------------------------------------------------------------------------------

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

The EMR-ISAC can be contacted at emr-isac@dhs.gov or 301-447-1325. To view the EMR-ISAC page on LLIS.gov, please click here or login to LLIS.gov and click on the EMR-ISAC link on the homepage.
