PROGRAM ANNOUNCEMENTS

Application Period to Open: Fiscal Year 2008 Fire Prevention and Safety Grants

The Department of Homeland Security has posted the FY2008 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Website. The application period is scheduled to begin on February 2, 2009 at 8:00 a.m. Eastern Standard Time (EST).  Applications for these grants must be received by March 6, 2009, at 5:00 p.m. Eastern Standard Time (EST).

FP&S grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The grants are competitive, and their primary goal is to target high-risk populations.  Grant awards are made in order to mitigate high incidences of death and injury and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects that are supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs.   Organizations that are eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.

An applicant tutorial for the fire prevention activity is available through the www.firegrantsupport.com Website.  The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications.  In addition, the applicant tutorial will provide an overview of the fire prevention funding priorities and evaluation criteria.  Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov .  During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 4:30 p.m. (EST), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY08.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

Looking for other departments’ uniform standard for Fire Marshal's with law enforcement powers.  Do you wear something different than operations personnel?  What do you wear for - Interview/interrogations?  Court?  Everyday uniform for inspections/investigations?  Does your department provide a stipend for civilian clothes?  Do you wear the 5-11 pants?  What color?  How much do you pay and where do you purchase them from?  Golf shirts, what color, what weight, embroider or screen print?  What is the cost and where do you purchase?  Do you wear duty gear?

Thanks for you assistance,

Our district has committed to research and development of a maintenance facility for fire department vehicles.  Our fleet (existing and anticipated purchase) is small comparatively - 3 engines, 2 quints, 1 tower ladder, 4 rescue/ambulances, 6 staff, 6 support trailers and 3 support vehicles.  The committee that is tasked with the responsibility of developing building specification would like input from other fire department agencies that have fleet services.  Specifically, specifications for ergonomic operations (height, width, length) of maintenance bays to allow for ladder tower maint.  Best practices in floor construction (pit vs. flat), floor coatings, lighting, need for overhead lifting capabilities, hydraulic lifting equipment (fixed vs. mobile), storage and any other guidance that the group can offer.  Thank you in advance.

The Metro Lansing Michigan Fire Departments are utilizing a rope rescue system manufactured by "Troll USA". This system has been used by three of the principal Metro departments since 1990. Troll USA was based out of Laramie WY and updated its equipment and training several times up until a few years ago when contact was lost with the company and we could no longer obtain update training, equipment and replacement parts for their proprietary equipment such as descent control devices and webbing.

As the training Officer responsible for this project I am interested to know:

1. What other agencies are using "Troll USA" equipment?

2. Is anyone aware of a company selling the "Alp Descended", parts for the Alp like bobbins, or other Troll USA gear such as the P.A. device or troll slings?

3. has anyone made a transition from the Troll USA system and if so, to what?

4. Does anyone have existing Troll Alp's or slings they would be willing to sell etc.?

Thank you

My department is currently updating our SOP/SOG’s.  We are real close.  The chief has asked me to reach out and see if anyone has a plan for an “ACTIVE SHOOTER”.  If you know someone I could contact that would be great too.

I am doing some research for the Council of Academies in Maryland. I would like to know what type of ladder belts your departments are using, and if you have had any injuries associated with these belts.  Please send all responses to swoerner@fredco-md.net.

Last June ( June 2008) I saw an article on Structural Fire Watchout Situations.  I have gone back and looked through Fire Engineering, Firehouse and Fire Rescue magazines and cannot locate the article.  Also the article listed a website that I cannot find.  If anyone can remember seeing this article please let me know where it was published.

Thank you.

I am a participant in the EFOP and I am working on an ARP concerning reduction of falls and fires among our 65+ population.

I am interested from hearing from any department who have some sort of program for this, particularly if it involves visits to seniors in their homes.

Please call or email.

LESSONS LEARNED INFORMATION SHARING

LLIS.gov Partners with US Fire Administration

As part of its continual effort to improve information sharing across the emergency response and homeland security communities, LLIS.gov launched a new partnership with the US Fire Administration (USFA). The USFA strives to provide national leadership to local fire and emergency services departments. To highlight the new partnership, LLIS.gov has created a new USFA Resource Page where members can access USFA technical and special reports, related LLIS.gov original content, featured documents, and valuable links. To access the resource page, log onto LLIS.gov and click on US Fire Administration under LLIS.GOV PARTNERS.

The LLIS.gov Team continues to post new Lessons Learned, Best Practices, Practice Notes, and Good Stories to the system on a regular basis. Lessons Learned

-----------------------------------------------------------------------------------------------------------------------------

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities. The program’s main focus is ensuring that emergency response leadership, their organizations, and local policy leaders have both the internal and external support and resources to aid in disaster protection, prevention, and response to enhance survivability, continuity of operations, and mission success.

The EMR-ISAC can be contacted at emr-isac@dhs.gov or 301-447-1325. To view the EMR-ISAC page on LLIS.gov, please click here or login to LLIS.gov and click on the EMR-ISAC link on the homepage.
