Welcome to TRADENET, TRADE's Training Network, a National Fire Academy sponsored activity.  The objective of TRADENET is to provide a forum for members of Fire Service organizations to maximize performance through quick and easy information sharing.

 

The information provided here must be non-commercial and non-copyrighted.  None of the material shared should be incorporated into any copyrighted programs.

PROGRAM ANNOUNCEMENTS

 

Application Period to Open: Fiscal Year 2008 Fire Prevention and Safety Grants

The Department of Homeland Security has posted the FY2008 Fire Prevention and Safety (FP&S) Grants Program Guidance on the Assistance to Firefighters Grants (AFG) Program Website. The application period is scheduled to begin on February 2, 2009 at 8:00 a.m. Eastern Standard Time (EST).  Applications for these grants must be received by March 6, 2009, at 5:00 p.m. Eastern Standard Time (EST).
 

FP&S grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The grants are competitive, and their primary goal is to target high-risk populations.  Grant awards are made in order to mitigate high incidences of death and injury and to carry out research for improving firefighter safety. Examples of the types of fire prevention projects that are supported by FP&S include smoke alarm installation, fire prevention and public safety education campaigns, juvenile fire setter interventions, media campaigns, and arson prevention and awareness programs.   Organizations that are eligible to apply under the research activity should consult the Program Guidance for detailed information on priorities and areas of emphasis.

An applicant tutorial for the fire prevention activity is available through the www.firegrantsupport.com Website.  The tutorial provides you with valuable grant information and will walk you through the preparation and submittal of competitive applications.  In addition, the applicant tutorial will provide an overview of the fire prevention funding priorities and evaluation criteria.  Applicants who have questions regarding the Fire Prevention and Safety Grants opportunity should contact the help desk as soon as possible at 1-866-274-0960 or at firegrants@dhs.gov .  During the application period, the help desk will operate Monday to Friday, from 8:00 a.m. to 4:30 p.m. (EST), but is prepared to revise hours of operation based on volume, demand, holidays and urgency to complete the FP&S Grants application period and processing for FY08.

The AFG Program is administered by the Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate in coordination with the U.S. Fire Administration.

National Fire Academy Announcements

 

The National Fire Academy has changed the application period/open enrollment period starting with the next application period.  The new application/open enrollment dates are:  April 15 - June 15 (instead of May 1-June 30) for courses to be held October through March and October 15 - December 15 (instead of November 1-December 31) for courses to be held April through September.

 

On January 12, Decisive Communications began the installation of the cabling and wiring for our Wireless Solution.  Cabling and wiring in "C" building is completed and contractors are working on "D".  The Bill of Materials has been ordered and some of the hardware equipment is beginning to arrive at the Warehouse

Our department is writing our AFG grant this year for radio replacement.  We are looking at replacing all of our portable and mobile radios and possibly getting MDC’s for the vehicles.  I’m looking for anyone else who has written grants similar to this, had success, and would be willing to share their grants with me.  Any and all information would be greatly appreciated.

I am writing for information regarding respiratory fit testing.  The department I currently work for uses qualitative fit testing for our SCBA and N95 masks.  I have been tasked as training officer to look at our current method of testing compared to quantitative testing.  I am aware of some benefits and limitations to each method, however, I would like to know if you have information regarding which method, if either is more beneficial and would provide better protection to our personnel.

In the past month, our department has had several vehicle extrications where the driver has had their ankles entangled around the vehicle’s brake pedal and the brake pedal has been bent over.  Due to the extent of vehicle damage and limited space to work around the brake pedal/ankle area (and a traditional dash roll is questionable due to entanglement), we have used our traditional extrication tools (Nike hydraulic pipe cutter and Hurst traditional cutter & combotool, etc.)  In these incidents, the process has been slow due to attempting to cut the hardened steel post on the brake pedal, as well as limited working space inside the vehicle.  The result is long extrication times = delayed patient care.

 

The reason for my post is to find out if anyone out there has found a better tool to cut through hardened steel (and fits in a very confined space and doesn’t result in elevated temperatures that could burn the patient’s extremities or result in a fire.  It seems several months ago I saw an article in a magazine about the use of a micro rotary saw (like a cranial saw) used on rebar (which is softer steel than a brake pedal).  Has anyone in the fire service used it in vehicle extrication?  Thought about a Milwaukee SawsAll but don’t think it would work due to vibration and potential slippage with risk to the patient’s extremity.

 

Any ides would be appreciated.

Washington State is investigating conducting IFSAC written test on-line through commercial web testing providers.  We want to be able to charge the student via e-commerce for the test. We are looking for a state or entity that is currently doing this and would like input on:

The Las Cruces Fire Department is seeking information from other departments or agencies that are currently using electronic devices to perform code inspections on businesses.  We currently use the 2006 version of the IFC and utilize paper inspection forms which then require our personnel to enter the information into our electronic records management system once the crews return to quarters.  Being able to perform the inspections electronically in the field (to include occupant signature) and then either have wireless connectivity or download the form upon returning to quarters would greatly reduce the amount of redundant work currently necessary.

Hello, my name is John Haskell and I am a training officer for a Department of Energy Industrial site.  My question is over Rehab SOP's.  We are looking at different criteria for returning to fire ground activities after being in Rehab.  What medical evaluations do you use and what criteria does the firefighter have to meet (i.e. Vitals, Temp, hydration) to be considered capable of returning to the activities they were doing before coming to Rehab?

Ripley Volunteer Fire and Rescue is a mid-western West Virginia Fire Department that provides many emergency response services including Auto Extrication.  We are looking for training on un-deployed airbags in front end or side collisions and hazards to rescuers when operations include extrication from a Hybrid Vehicle.  We have been contacting the car manufacturers to see if they could provide hands on look so that the vehicle can be shown with instruction and demonstration.  Has anyone had this type of training and how was your training attained and what format was it presented?  All of the car manufacturers that we have contacted were less than helpful.  Because we cover many miles of highway we run a large amount of auto extrication calls.  Please send any ideas or class information contacts to:

I am the Training/Safety Officer with our department and I am researching different procedures, and materials, regarding promotions to Engineer and Lieutenant (Company Officer).  If anyone has any written testing materials, written or practical, that you currently use and are pleased with I would appreciate your help.  We have a good process in place, but I am looking for other options.  We currently use a three step process including Written Exam, Practical Evolutions, and Interview.  Again, any practicals or written materials you could share would be greatly appreciated.

LLIS.gov has partnered with the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC) to provide LLIS.gov members access to the EMR-ISAC’s free, critical infrastructure protection (CIP) information. Located at the National Emergency Training Center in Emmitsburg, MD, the EMR-ISAC was developed to collect, analyze, and disseminate timely, consequential information to assist in the practice of critical infrastructure protection by the leaders, owners, and operators of the nation’s Emergency Services Sector.

 

The EMR-ISAC, a no-cost information sharing program within the Department of Homeland Security, specifically provides information necessary to protect local internal critical infrastructures (i.e., personnel, physical assets, and communication/cyber systems that must be intact and operational 24 x 7) against all hazards, from natural disasters to terrorist activities.
